Strasbourg's main incubator is SEMIA. Founded in 1999, it holds the Grand Est Region's "incubateur d'excellence" (incubator of excellence) label. Around it you'll find a national network (1Kubator), a Eurométropole business nursery (pH8), and specialized programs for healthcare (Nextmed), space (ISU), culture (Fluxus), and newcomers to France (SINGA). Costs run from free up to €600 excl. VAT for SEMIA's two-month Starter Class. 1Kubator was the only one that took equity (10% for €25,000), and it stopped accepting new projects in 2023.

SEMIA: Alsace's flagship incubator
SEMIA has supported projects since 1999 from its Strasbourg and Mulhouse sites. It takes projects from any sector, with particular strength in health, industry, IT, and the bioeconomy.
Starter Class: two months to build structure
SEMIA's support page describes two levels. The first is the Starter Class: up to ten founders per cohort, 14 hours a week with a dedicated expert, for two months. It runs three times a year (January, April, September) and costs €600 excl. VAT. The stated goals are to validate the market, build a product strategy, put together a roadmap and financial forecast, and learn to pitch.
According to SEMIA's website, the call open on September 5, 2026 is for the September 2026 cohort: ten projects, 18 days of workshops, and an application deadline of September 11, 2026. Point Éco Alsace, the local chamber of commerce's (CCI) news outlet, reported on the 36th cohort in spring 2025.
Long-term incubation and sector tracks
The second level, individual incubation, is for more mature projects. You get a dedicated startup manager with expertise in your sector and a review committee every six months, with no minimum or maximum duration. It costs €200 excl. VAT per month, or €100 until the company is incorporated. The website lists 45 startups supported and 62 entrepreneurs coached in 2024, and says its portfolio startups raised €22 million that year.
SEMIA belongs to Quest for change, the network of the Grand Est's six incubators of excellence (Innovact, Quai Alpha, Rimbaud'Tech, SEMIA, The Pool, Quest for Health). The six share a common incubation method and report 270 projects currently in support and 45 experts.
How to apply
SEMIA lists five eligibility criteria: a technological, technical, or usage-based innovation; a committed founder and team; a technical proof of concept; a high-potential market; and a base in Alsace. The call also states that SEMIA does not support trading (buy-and-resell) businesses, training providers, service businesses, or consultancies. If your project is a SaaS product without a technical proof of concept, build a demo before you apply.
1Kubator, pH8, Scal'E-nov: the other generalists
The other three generalists each use a different model. 1Kubator took equity until it stopped incubating in 2023, pH8 rents office space, and Scal'E-nov is funded by the region.
1Kubator: €25,000 for 10%, until 2023
According to the Les Echos Entrepreneurs guide, 1Kubator's Strasbourg branch opened in summer 2020 in the offices of the Dernières Nouvelles d'Alsace, a network partner. Its 1kréation program took applications year-round, with a new intake every three months. Under the model, 1Kubator put €25,000 into each startup in exchange for 10% of the equity. Half went to the project to spend freely, and the other half paid for ten months of incubation and services. Since 2023, the network has not incubated new projects and now manages its portfolio of 300 funded startups, according to its website. If you find a page still inviting you to apply in Strasbourg, it's out of date.
The model is still useful for judging similar offers. Estimate what 10% of your company will be worth in three years, then compare that with a €600 Starter Class.
pH8, the Eurométropole business nursery
pH8 opened in 2012 as a business nursery run by the Eurométropole de Strasbourg. It hosts startups in health, new technologies, and the creative industries, and it sits within the Nextmed campus. The building has nearly 900 m² over three floors: 35 offices from 13 to 40 m², a ten-desk open space, meeting rooms, and support from the on-site team. The page lists 32 hosted companies and 200 direct jobs. pH8 gives you a workspace and ongoing check-ins, but it doesn't run an incubation program.
Scal'E-nov, regional acceleration
Scal'E-nov is run by the regional agency Grand E-nov. According to Les Echos, it supports innovative companies with up to €1 million in revenue for three years, offering workshops, one-on-one coaching, and an interest-free personal loan (prêt d'honneur). It's the natural next step after an incubator. The Accélérateur PME Grand Est, which often shows up on the same lists, is aimed at SMEs with €6 million to €50 million in revenue, so it doesn't apply to startups.
Specialized incubators: health, space, culture, impact
Four specialties have their own programs in Strasbourg: health, space, culture, and support for newcomers.
Nextmed and Quest for Health
Nextmed is the medical technology campus attached to the Strasbourg University Hospitals. Its CEO describes it as a place where manufacturers, clinicians, researchers, and engineers meet. The campus highlights access to the Swiss and German markets and introductions to European key opinion leaders. Quest for Health, the health incubator in the Quest for change network, completes the setup. A Strasbourg medtech typically uses three of these: pH8 for office space, Nextmed for hospital access, and SEMIA or Quest for Health for incubation.
ISU, the space incubator in Illkirch
The International Space University in Illkirch-Graffenstaden runs an incubator for space projects. According to Les Echos, it offers offices of 15 to 27 m² for two years, a flat €50,000 grant, up to €30,000 more through a partnership with SEMIA, and connections to CNES through the Booster Rhinespace program. The incubator's page on isunet.edu was down on September 5, 2026, so confirm the amounts with ISU.
Fluxus and SINGA
Fluxus is the regional cultural incubator backed by the DRAC Grand Est (the region's cultural affairs office). It offers creative founders a year of intensive, multidisciplinary support that moves between nine cities in the Grand Est. According to Les Echos, it's free. SINGA Strasbourg, together with The Human Safety Net foundation, runs a free binational France-Germany incubator for people who have recently arrived in France. It's based at Kaleidoscoop and has a cross-border network reaching Karlsruhe.
Students and researchers: dedicated programs
Two programs are reserved for specific groups: EM Strasbourg students and alumni, and University of Strasbourg researchers.
EM Strasbourg's La Ruche à Projets
La Ruche à Projets supports projects led by at least one EM Strasbourg student or alumnus. It has three tracks:
- a two-month pre-incubation with 58 hours of group support (call in September, starts in early October)
- a six-month incubation with 117 hours of group and one-on-one support (call in December, starts in late January)
- a booster with 12 hours of one-on-one support, open year-round
The school describes it as the only business school incubator in Alsace.
SATT Conectus and the university

Idea, prototype, first sales
- An idea with no product yet. SEMIA's Starter Class if you can demonstrate the innovation, La Ruche if you're from EM Strasbourg, Fluxus if the project is cultural. Aim to come out with a validated market and a financial forecast.
- A prototype and a team. SEMIA's individual incubation. Add an office at pH8 if you work in health, tech, or the creative industries.
- First sales. Scal'E-nov for regional acceleration, Nextmed to open doors at the hospital and in the Swiss and German markets, and a long-term program that reaches beyond the region.

To judge a €25,000-for-10% offer like 1Kubator's, you only need to estimate one thing: what 10% of your company will be worth. At a €500,000 valuation at exit, that 10% is worth €50,000. At €5 million, it's worth €500,000. The €25,000 is cheap if the company goes nowhere and very expensive if it succeeds.
Strasbourg, Grand Est, Kehl, Basel: using the geography
From central Strasbourg, the tram takes you to Kehl in Germany and a direct train runs to Basel in Switzerland. Three facts show how much this location matters when you choose an incubator:
- Nextmed lists access "to the Swiss and German markets" as one of the campus's advantages and cites BioValley, the trinational competitiveness cluster.
- SINGA runs a cross-border network between Strasbourg and Karlsruhe.
- SEMIA belongs to Quest for change, which uses the same method in six Grand Est cities from Charleville-Mézières to Mulhouse. A Strasbourg founder gets access to a regional network of 270 projects, well beyond a single incubator.

Beyond the local incubator
A Strasbourg incubator gives you an office, a method, and a regional network. What it offers less of is access to a national network of investors and early customers outside the Grand Est. Two ways to plan for this:
